Every steam system and process vessel gets pressurized during the course of operation. When the system is shut down, the pressure inside might get below the atmospheric pressure creating vacuum inside the system or the process equipment. This vacuum can damage the process equipment and other components installed on the steam line.
Forbes Marshall vacuum breaker works on same principle as a non-return valve. Whenever the pressure inside goes below the atmospheric pressure, the vacuum breaker will let the air outside enter the system and prevent the vacuum condition.
